Laurent Elder

Laurent Elder joined the International Development Research Centre in 1997. From 1999 to 2004, he worked at the Centre’s Regional Office for West and Central Africa in Dakar, Senegal, on issues related to information and communication technologies and their use in international development.
In 2004, Laurent returned to IDRC’s headquarters in Ottawa to work on the Connectivity Africa initiative. In 2005, he was named Programme Leader of IDRC’s Pan Asia Networking (PAN) program initiative. Laurent's thematic interests include telecommunications regulatory issues in developing countries; the impact of ICTs on society and better understanding the role development agencies can play in the information society
