Chemical Engineer, University of America 1984 - Bogotá Colombia, with more than twenty years of experience in environmental and information and communication technologies.
Currently is the Director of the Colombian NGOs Association for Communication Via Electronic Mail (Asociación Colombiana de Organizaciones No Gubernamentales (ONG) para la comunicación Vía Correo Electrónico,) - Colnodo www.colnodo.apc.org. Colnodo is a non-profit organization established in 1993 with the main goal of facilitating the communications, the exchange of information and experiences among Colombian organizations at local, national and international level, by the usage low cost electronic networks. To develop its main objective Colnodo has prioritize, through its strategic programs, issues like human rights, women empowerment, governance, democracy and civil society participation, sustainable development, knowledge democratization, digital inclusion and strategic uses of information and communication technologies for development. The strategic programs include: e-government and e-democracy; Citizenship promotion and participation in the use and appropriation of ICTs; Information and Communication Technologies policies; Research, management and development of ICT knowledge. Colnodo works with three transversal axes: Free and Open Source Software, Gender and Sustainable development. Colnodo is an active member of the Association for Progressive Communications APC, www.apc.org.
Director and Technical Coordinator of the Project “Sustainable Development Network – Colombia” United Nations Development Program, Since 1997.
Representative of the Antenna Foundation for Colombia, www.antenna.ch. This foundation works in the area of training and management of new technologies, especially telecommunications and databases.

Council member of the Association for Progressive Communications - Apc, since 1994 in representation of Colnodo. Chair of the Executive Board of Apc from 2003 until 2005.
Council member of the Development Gateway Foundation since November 2006.
Member of the Internet Society since 1993, and Internet Society Internet Rio Governance Forum 2007 Ambassador.
