David Souter

David Souter writes and provides expertise for a wide variety of organisations on issues concerned with information, communications and development. Through the specialist consultancy ict Development Associates, which he founded in 2003, he has worked on ICD issues in four continents, for governments, international organisations, development agencies, businesses and civil society.

Recent work includes a book-length study of the participation in WSIS (for APC), a draft toolkit on the relationship between ICTs and poverty reduction strategies (for UNDP), a review of ICTs and children's rights and development (for a leading international children's agency) and work on regulatory issues in East Africa and Central Asia.

In addition to his work with ict Development Associates, David Souter is Visiting Professor in Communications Management at the University of Strathclyde and a Visiting Senior Fellow in the London School of Economics. From 1995 to 2003, he was chief executive of the Commonwealth Telecommunications Organisation.
