Radio spectrum regulations and assignments Names and Links to documents, (date) The Analog to Digital switchover has been hampered by disagreements between the stakeholders and the Broadcasting Organisation of Nigeria has said  the June 2017 deadline cannot be met. Few of the set-up box manufacturers that have been licensed are operational,  partly due to lack of funding and equipment-importation-related customs issues.  Two signal distributors have been licensed - one government one private, however there are contractual and infrastructural between the two and the government, while a third signal distributor consisting of a consortium of private TV broadcasters has announced that it will also be Signal Distributor. The government has been funding the DSO process through the N34 billion ($171 million) from licensing part of the 700MHz for converged services. N10 Billion remains, which is seen as not enough to subsidise set-up box availability, as well as to fund content production, facilitate signal distribution, etc.  As a result there has been little discussion on the use of the digital dividend spectrum, when it ultimately comes about. Similarly, little debate has taken place over use of shared spectrum technologies such as TVWS.
